Some of these proposals do seem worth a try. Especially the big screen clock.
Don't agree with all the "it must be the same at hackney marshes" argument. As it is the same for most sports where elite sport is subject to slightly different rules to amateurs.

the referee can award a goal if a player stops a goal being scored by handling on or close to the goal-line. Yes
referees can only blow for half-time or full-time when the ball goes out of play. No.
a penalty kick is either scored or missed/saved and players cannot follow up to score to stop encroachment into the penalty area. No. Just enforce the existing rule.

Football does not need fresh or modified rules. Rather it needs the rules as exist to to be uniformly and consistently applied and the technology made available to apply those rules in crucial situations.

Technically shouldn't the clock be stopped when the ball is out of play anywa? Especially the penalty one - see us vs Spurs a few years back when kane missed and buried the rebound
Speaking of which, changing that law is Stupid - just abide by the current laws on keepers staying on the line and players not infringing.
I would like the see a goal awarded for a handball that prevents a goal - not a goal scoring opportunity but an actual goal like Suarez v Ghana. If the ball is actually going in and no one else can stop it, a penalty outs the attacking team in a far worse situation

They should do something to stop all the diving/Fein injury etc, think Sergio Ramos in the CL final, and if a player has obviously done so, a Red is issued in retrospect after the game, if the Ref misses it, and if another player has been sent off, there card is rescinded.

I've been saying this since that Liverpool cunt McDermot stopped Alvin Martin's header with his hand, at the end of the League Cup final in 1981
Ghana were stopped from progressing to the semi final of the 2010 the World Cup by another cheating Liverpool cunt. Luis (Your teeth are offside) Suarez. Ghana missed the ensuing penalty and lost the shootout.

Post match penalties for divers and a record kept on offenders giving refs the right take previous into account when said player goes down.
The ref should not be the time keeper!! End of. Doesn't he have enough on his fucking plate? A time keeper who controls the stadium play clock is the way to do it.
Someone needs to time some games to calculate the average playing time during games. I would have thought 35 minutes per half was closer but maybe it is 30. For those of you who think you'd only be watching an hour game think again. The clock would stop for injuries yes but also throw ins, goal kicks, disputes, subs, free kicks and penalties.........if they do it right. Time wasting becomes a thing of the past and refs can't let a play carry on past the end of a game. West Ham have lost a few of their games because of this over the years.
Some of football's rules are archaic and just plain ridiculous and changes are needed.

To be honest, I'm a big fan of the video ref. Followed by a 6 match ban for those poncing a penalty.
That stops that OVERNIGHT.

Timekeeping has been my biggest frustration with football for some time. This rule makes absolute sense and would be long overdue.

We have been playing 45 mins each way since 1869. In 1869 training involved doing a few press ups and squats. A mug of tea at half time and a fag.
130 years later professional footballers are super fit. There is no reason way it should not be 1 hour each way. Give the fans a bit more value for their money.

The 30 mins actual playing time via a time clock will still see each half lasting about 48 mins as most do now. What it will stop is time wasting in the last part of a game ... i.e. Players dawdling off , taking 2 mins to get the ball for a goal kick or throw in etc They should also formalise this thing of waiting til a break in play before blowing the final whistle. Some refs do it now , waiting for a corner to be taken when time is up and then blowing the whistle if the ball is cleared

The best, most played, and most watched team sport in the world that has been played under rules very similar to those drafted by the English Football Association in 1863 needs little, or no interference from a load of foreigners who don't have the best interests of the game at large in their thoughts. The more they fuck about with technology the more the pro game becomes separated from the amateur game, and until recently that had never been the case. The game should be the same whether it's played on the local park or Wembley stadium.
